Sludges containing free moisture <br />Flammable and volatile wastes (wastes in oil drums) <br />Hazardous and infectious wastes are defined as follows: <br />"Hazardous waste" means a solid waste, or combination of solid wastes, which because of its <br />quantity, concentration, or physical, chemical, or infectious characteristics may: <br />a. cause or significantly contribute to an increase in mortality or an increase in serious <br />irreversible or incapacitating reversible illness; or <br />b. pose a substantial present or potential hazard to human health or the environment when <br />improperly treated, stored, transported or disposed of, or otherwise managed. <br />Biological Waste means any solid waste that causes or has the capability of causing disease or <br />infection and includes, but is not limited to, biomedical waste, diseased or dead animals, and <br />other wastes capable of transmitting pathogens to humans or animals. <br />Biomedical Waste means any solid waste or liquid waste which may present a threat of infection <br />to humans. The term includes, but is not limited to, nonliquid human tissue and body parts; <br />laboratory and veterinary waste which contain human -disease -causing agents; discarded <br />disposable sharps; human blood, and human blood products and body fluids; and other materials <br />which in the opinion of the Department of Health and Rehabilitative Services represents a <br />significant risk of infection to persons outside the generating facility. <br />In addition to the special disposal procedures for the wastes specified, all normal operating and <br />special handling procedures at the landfill shall incorporate the following concepts: <br />Foremen and certified landfill operators shall complete a training program on the <br />identification and handling of hazardous wastes, including in-place County procedures. <br />Foremen and all equipment operators shall be required to complete a basic organization <br />first aid training course given by American Red Cross or equivalent. <br />All personnel shall be trained in fire prevention and fire fighting procedures. <br />All personnel shall satisfactorily complete a "Hazardous materials and waste awareness" <br />class approved by the Department of Environmental Protection, or equal instruction as <br />offered by the University of Florida TREEO center. <br />1.3.9 Temporary Operational Roads <br />Inert construction and demolition debris suitable for the purpose may be used for on-site <br />temporary road construction or surfacing of access roads to wet weather disposal areas. Any <br />large amounts of construction and demolition debris which will not be used for temporary access <br />roads will be directed to the County's Construction and Demolition Debris Landfill. <br />1.3-5 <br />4 <br />bp06371114•I8.97 <br />
