1.6.3 Odors <br />Odors shall be controlled to the greatest extent possible by complete and prompt covering of all <br />solid waste on the day it is received at the landfill. Additional odor controls as necessary will be <br />the responsibility of the County. If a gas control system is constructed during the Contract <br />period, operation and maintenance of the landfill gas management system will be negotiated as <br />an amendment to this Contract. <br />1.6.4 Vectors and Birds <br />Insects, rodents and other vectors, and birds shall be effectively controlled by prompt covering of <br />the solid waste with at least 6 inches of compacted soil or temporary cover (18 hour rule). No <br />insecticide is permitted to be applied without the prior written approval of the Director or his <br />designee. <br />1.6.5 Noise <br />All landfill equipment shall be provided with mufflers or other effective noise control devices. <br />1.6.6 Erosion and Sedimentation <br />Erosion and sedimentation shall be controlled by construction and maintenance of drainage ways, <br />and by seeding and effective erosion control measures, all in accordance with the requirements of <br />the Contract Documents. Grassed drainage ways shall be mowed regularly when the grass <br />reaches a height of 8 inches and maintained to assure effective erosion control and flow capacity. <br />1.6.7 Gas <br />Landfill gases shall be controlled by minimizing entry of moisture into the waste and by <br />constructing an impermeable barrier around the sides of the landfill and application of compacted <br />intermediate cover. The placement of an impermeable barrier will be done in phased closure <br />projects as described in the operation permit application. The County shall be responsible for the <br />monitoring and documentation of all gases as required, (i.e., methane monitoring plan, solid <br />waste permit). <br />1.6.8 Leachate <br />The characteristics and amount of leachate generated in the landfill shall be controlled by <br />controlling the types of solid wastes accepted and by limiting the amount of infiltration. <br />Contractor shall pay sewer user charges to County for quantity of leachate collected and pumped <br />through the Class I leachate pump station. <br />Only normal municipal solid wastes shall be accepted at the landfill. Toxic and hazardous <br />,wastes or wastes listed in Specification Section 1.2.8 "Special Waste Disposal"shall not be <br />accepted: Leachate quality monitoring is performed by the County to allow continued acceptance <br />of leachate at an offsite County -owned wastewater treatment facility. <br />1.6-2 <br />bp0637104118-97 <br />
