Rison�"- <br />Senior Planner, Current Development <br />DATE: August 10, 1992 <br />SUBJECT: Quality Fruit Packers' Request for Special Exception Use <br />Approval to Expand an Existing Packing House <br />SP -MA -92-09-037 <br />#92020050-002 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of August 18, 1992. <br />DESCRIPTION AND CONDITIONS: <br />Peterson and Votapka, Inc., on behalf of Quality Fruit Packers of <br />Indian River, has submitted a major site plan and special exception <br />use application to expand an existing packing house located at 4425 <br />U.S. Highway #1. The subject site is located within the CH (Heavy <br />Commercial) zoning district. The CH zoning district requirements <br />and the requirements of Section 971 of the Land Development <br />Regulations require special exception use approval for the <br />expansion of packing houses located in the CH zoning district. <br />Pursuant to Section 971.05 of the LDRs, the Board of County <br />Commissioners. is to now consider the appropriateness of the <br />requested use for the subject site and surrounding area. Special <br />exception uses are those types of uses that would not generally be <br />appropriate throughout a particular zoning district. However, when <br />special exception uses are carefully controlled as to number, area, <br />location, and/or relationship to the vicinity, such uses would not <br />adversely impact the public health, safety, comfort, good order, <br />appearance, convenience, morals and general welfare and as such <br />would be compatible with permitted uses within the particular <br />zoning district. In granting any special exception, the Board may <br />prescribe appropriate special conditions and safeguards to ensure <br />that the use is compatible with surrounding uses in the district. <br />The Planning and Zoning Commission considered this request at its <br />regular meeting on August 13, 1992, At that time, the Planning and <br />Zoning Commission recommended that the Board of County <br />Commissioners approve the special exception request. The Planning <br />and Zoning Commission also voted to approve the major site plan <br />associated with the project on the condition that the Board of <br />County Commissioners approve the special exception request. <br />26 <br />W <br />
