Throughout this process, the Economic Development Council has <br />reviewed and revised the goals, objectives and policies several <br />times. On June 23, 1992, the EDC approved the attached goals, <br />objectives, and policies with changes to Objective 1, Objective 2, <br />and Policy 3.1. Although the EDC has not yet reviewed revised <br />Objective 1, Objective 2, and Policy 3.1, the revisions made to <br />these objectives/policies reflect the EDC's direction. <br />At this time, staff is compiling the updated socio-economic data <br />and preparing the background and analysis section of the plan. <br />Once compiled, that information will be incorporated with the <br />goals, objectives and policies into a revised Overall Economic <br />Development Plan. <br />RECOMMENDATION <br />The staff recommends that the Board of County Commissioners <br />consider the attached goals, objectives, and policies for <br />conceptual approval and provide direction to staff and the EDC for <br />additional revisions. <br />OVERALL ECONOMIC DEVELOPMENT PLAN <br />GOAL <br />It is the goal of Indian River County to have orderly and <br />diversified economic growth, to have a reduced unemployment rate, <br />to have in place the services and facilities necessary to <br />accommodate economic growth, and to have increased employment <br />opportunities in year round businesses so as to improve the quality <br />of life currently --enjoyed by county residents. <br />OBJECTIVE 1 LOW UNEMPLOYMENT RATE <br />By January 1, 19961 the county will have an unemployment rate that <br />has decreased to among the middle third (1/3) of Florida counties <br />as published by the Florida Department of Labor and Employment <br />Security. <br />Policy 1.1: By 1993, the Indian River County Community Development <br />Department will analyze the county's social, physical and economic <br />assets; research industry specific locational criteria; assess <br />relative advantage_ and develop a specific economic development <br />plan that targets`&ppropriate industries and maximizes the county's <br />advantages. <br />Policy 1.2: By 1993, the Indian River County Community Development <br />Department will develop a specific plan to market the county's <br />economic development potential. Through research, the county will <br />identify the most effective and cost efficient way to inform <br />potential employers of the county. <br />Policy 1.3: The county shall provide staff support to the Indian <br />River County Chamber of Commerce and the Indian River County <br />Council of 100 in their recruitment of businesses considering <br />relocation. At least ten (10) of these businesses shall be <br />contacted by the Council of 100 per month, and a monthly written <br />report identifying results, problems, solutions and other pertinent <br />information shall be submitted to the Economic Development Council <br />(EDC). <br />41 <br />
