TO: Jim Chandler <br />County Adr4nisprator <br />FROM: Doug Wright, Director <br />Emergency Services <br />DATE: August 14, 1992 <br />SUBJECT: Chemical Spill - 4th Street West of Rings Highway <br />Since the Department of Emergency Services was notified of the <br />chemical spill on 4th Street West of Kings Highway on August 13, <br />1992, the following actions have been or are being taken: <br />August 13, 1992 <br />1. Fill dirt has been used to dam the canal so the chemical cannot <br />be released into other ditches or canals. The Road and Bridge <br />Department supplied the dirt, trucks, and heavy equipment for <br />this work which was accomplished prior to 8:OOPM. <br />2. Risk Management was notified and arrived on scene to assist in <br />the assessment of possible damage. <br />3. The Sheriff's Office was contacted and asked to complete an <br />incident report for future use and possible prosecution if an <br />intentional spill is later determined. <br />4. Environmental Health was contacted and joined the Emergency <br />Services staff on scene. <br />August 14, 1992 <br />1. The entire area was video taped by Emergency Services staff. <br />2. The area on both sides of the road was physically walked and <br />inspected in. an attempt to determine the origin of the chemical. <br />3. An additional load of fill dirt was requested and used to shore <br />up the existing dams in case the anticipated amount of rain <br />actually occurs over the weekend. <br />4. Risk Management revisited the site for additional photographs <br />for insurance claim purposes. <br />5. Emergency Services staff has obtained absorbent pads and booms <br />which will be used to place in the canal for the purpose of <br />retaining the chemical where it has concentrated. An emergency <br />purchase order was obtained to purchase the pads and booms from <br />Florida Spill Response Corporation in Cocoa for $2,860. <br />6. Emergency Services staff is in the process of placing "Do Not <br />Enter" tape around the canal using survey stakes in an effort to <br />preclude any children from entering or playing in the water <br />where the chemicals are located. <br />49 <br />AUG `Id M92 <br />J`- <br />f�QoK � � FA,;k ��e <br />
