I. I <br />ALTERNATIVES AND ANALYSIS <br />Staff has arrived at the above charges after significant time was <br />expended in determining a cost factor for a tactical second response <br />to the Town of Indian River Shores. All costs (direct, one time, and <br />indirect), as well as overhead were considered. They were not <br />arbitrarily applied and were equitably distributed across all <br />operational phases of the service. Cost calculations were determined <br />by utilizing available fire and EMS records pertaining to the <br />classifications of rolling stock, equipment, tools, fire service <br />appliances, operational costs, depreciation, maintenance expenses, <br />salaries and related expenses. The recommended schedule could be <br />justified at a greater hourly rate. However, staff chose a rate that <br />is reasonable and acceptable to both the Town and the District. <br />While it is the District policy to deploy a secondary attack force <br />that can aggressively advance standard fire stream handling and apply <br />elevated master streams to assist the first responding Indian River <br />Shores unit, the District would only provide a response level as <br />requested by the Town. <br />There are many phases of fire and EMS operations to which no cost <br />factor could be applied or determined, such as: experience in <br />leadership of fire and EMS officers; combat experience of fire and <br />EMS personnel, ongoing training and job enhancement programs; routine <br />maintenance and testing of apparatus; and level of formal training <br />for staff. <br />RECOMMENDATION <br />Staff recommends the Board approve the Mutual Aid Agreement with the <br />Town of Indian River Shores and authorize the Chairman to execute the <br />agreement. Staff also recommends approval of the fee structure when <br />the District fire and�EMS equipment/apparatus is requested by the <br />Town of Indian River Shores, exclusive of mutual aid. <br />ON MOTION by Commissioner Bowman, SECONDED by <br />Commissioner Bird, the Board unanimously approved <br />and authorized the Chairman to execute the Mutual <br />Aid Agreement with the Town of Indian River Shores, <br />and approved the fee structure when the District <br />fire and EMS equipment/ apparatus is requested by the <br />Town of Indian River Shores, exclusive of mutual <br />aid, as recommended by staff. <br />SAID AGREEMENT <br />IS ON FILE IN THE OFFICE OF CLERK TO THE BOARD <br />CHEMICAL SPILL AT 4TH STREET WEST OF RINGS HIGHWAY <br />Emergency Services Director Doug Wright made the following <br />presentation: <br />48 <br />
