The Department has utilized a portable test unit to field <br />test 3/4 -inch meters on a complaint basis. This method is not the <br />most reliable and also is very labor intensive. The Department has <br />thoroughly reviewed the various options available for meter test <br />benches that will provide the Department with the ability to set up <br />a certified test facility to accurately test its water meters and <br />respond to customer meter accuracy complaints. <br />ANALYSIS: <br />The Department has reviewed the various options available in meter <br />test benches at this time. The Department believes that at this <br />time, the Mars Series of test benches offer the features to automate <br />the testing process and is constructed of materials that will <br />provide service for many years. <br />The County has the opportunity to purchase a unit that was <br />originally manufactured for a bid in St. <br />subsequently utilized as a demo unit. Lucie County and <br />$17,920.00. The manufacturer is willing Ato a ellnithroughd thcost <br />eir <br />distributor, Davis Meter Supply Company, the demo unit for <br />$15,262.20. Purchasing the unit through Davis Meter Supply Company <br />will provide assurance of warranty and parts availability. The unit <br />would be modified to accommodate testing of 1 1/2 -inch through <br />2 -inch meters utilizing the same test tanks utilized for the <br />3/4 -inch through 1 -inch unit, thereby saving the cost for additional <br />tanks at a projected saving of $2,700.00. The test bench, if <br />authorized, would be installed at the Ixora Warehouse facility. <br />Training and state certification of the unit are included in the <br />Purchase price. <br />RECOMMENDATION: <br />The staff of the Department of Utility Services recommends the Board <br />of County Commissioners approve the purchase of the Mars Meter Test <br />'-'=nCh at the coatof $1 ,262,20 as set--r`orth in the attached quote. <br />Commissioner Scurlock asked if we have had a bench in the past, <br />and Utilities Director Terry Pinto explained that we were either <br />taking them over to the City or farming them out. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously approved <br />the purchase of the Mars Meter Test Bench at a cost <br />of $15,262.20, as recommended by staff. <br />40 <br />
