E77 <br />Mmutes are unapproved Mmutes <br />of BCC Metbng of August 25, 1992. <br />After approval by the BCC they <br />wnd become die official record. <br />Tuesday, August 25, 1992 <br />The Board of County Commissioners of Indian River County, <br />Florida, met in Regular Session at the County Commission Chambers, <br />1840 25th Street, Vero Beach, Florida, on Tuesday, August 25, 1992, <br />at 9:00 o'clock A.M. Present were Carolyn K. Eggert, Chairman; <br />Margaret C. Bowman, Vice Chairman; Richard N. Bird; and Don C. <br />Scurlock, Jr. Also present were James E. Chandler, County <br />Administrator; Charles P. Vitunac, County Attorney; and Barbara <br />Bonnah, Deputy Clerk. <br />Chairman Eggert called the meeting to order, and Commissioner <br />Bowman led the Pledge of Allegiance to the Flag. <br />ADDITIONS TO THE AGENDA/EMERGENCY ITEMS <br />Chairman Eggert requested the addition as Item K on the <br />Consent Agenda of the appointment of Carolyn Samuelto to the <br />Transportation Disadvantaged Local Coordinating Board replacing <br />Richard Stetson. <br />Chairman Eggert requested the addition as Item 13-K of a <br />letter to support the project "Eyes of the Storm" of the Aids <br />Support Group of IRC, Inc. <br />Chairman Eggert requested the addition as Item 9B-3 of a <br />public hearing to consider changing the effective date for the <br />Occupational Licenses Ordinance 92-23. <br />Attorney Vitunac advised that if the Board will declare it as <br />an emergency, a public hearing on an emergency ordinance requires <br />no advertisement and the ordinance could be effective today. The <br />emergency of the matter can be explained now or when we get to that <br />item. <br />Commissioner Scurlock understood that if the item gets added, <br />it becomes an emergency discussion as to whether it is an <br />emergency, and then if the Board decides it is an emergency and <br />declares it so, a public hearing can be held without public notice <br />and that the effective date of the new ordinance would be the date <br />the letter of acknowledgement from the State is received in the <br />Clerk's Office. <br />boa l.J ii Ir1l:L + o;sa <br />
