This <br />award is the highest form of recognition in governmental <br />budgeting. Its attainment represents a significant accomplishment <br />by the management and elected officials of the Indian River County <br />Board of County Comm., Florida. To receive the award, governments <br />submit their budget document for review by a panel of independent <br />budget experts. Using extensive criteria, the -reviewers evaluate <br />the effectiveness of the budget as: <br />o A policy document <br />o A financial plan <br />o An operations guide <br />o A communication device <br />Award-winning documents must be rated 'proficient' in all four <br />categories. <br />Since 1984, over 500 governmental entities have received the <br />Distinguished Budget Presentation Award nationwide. Winning <br />entries represented truly pioneering efforts to improve the <br />quality of budgeting and provide excellent examples for other <br />governments throughout North America. <br />The Government Finance Officers Association is a nonprofit <br />professional association serving 9,500 government finance <br />professionals throughout North America: Over 11,000 governments <br />participate actively in the association's activities. The <br />association produces a variety of technical publications in <br />various fields ofgovernmental finance, and represents the public <br />finance community in Washington, D.C.
