BOOK 87 PAGE 445 <br />pollutants into the drainage system; this project area is bordered <br />on the south by 41st Street, which is a collector road; -and this <br />project is within the urban service area which we are doing our <br />best to get paved. Mr. Davis continued that it is fairly normal <br />for the owners of vacant lots in a subdivision not to favor <br />petition paving because they do not live there, but a community <br />will develop in a nicer way with a paved road system. <br />Commissioner Bird felt that the burden may be greater on the <br />owners of a vacant lot because they may have another house they <br />have to maintain and they have the dream of building a home on that <br />vacant lot, but they cannot afford to build the home, let alone pay <br />to have the road paved. <br />Director Davis explained that the 5 -year payback plan was <br />suggested to ease the burden. <br />Teresa Henderson returned to the microphone and asked if the <br />road will be dug up to install water lines after the road is paved. <br />She felt the water is more important than the paving. <br />Director Davis assured the property owners and the Board that <br />Public Works coordinates with the Utilities Department and if water <br />lines are imminent we will "sleeve" it and there will not be any <br />tearing up of the roads. <br />County Engineer Roger Cain explained that at the last meeting <br />with staff, those home owners who attended were in favor of the <br />paving. The situation is that the people who live there and have <br />to contend with the situation would like to see it paved. Staff <br />have worked on the costs and cut the costs substantially and <br />increased the length of time to pay back. Mr. Cain clarified that <br />although that one property on 56th Avenue was deleted from the <br />benefitted area, that portion of the road will be paved within this <br />project. <br />Director Davis added that the property owner is donating 25 <br />feet of right-of-way, which is probably worth $15,000, so he is <br />contributing to the project even though he will not connect to the <br />road. <br />Vice Chairman Bowman led discussion regarding the timing of <br />this project if it were deferred. <br />Director Davis felt it could be brought up again fairly <br />quickly. <br />Mr. Cain explained that Public Works would apply for the St. <br />Johns River Water Management District permit, which is good for 5 <br />years, and he estimated that it would be a minimum of 2 years <br />before this paving project would come up again. <br />Teresa Henderson asked,forclarification on the commercial <br />property which was being exempted from the assessment and about the <br />40 <br />
