M M - <br />percentages of 25%, 50% and 75% which the County covers on paving <br />projects. <br />Director Davis clarified that the owner of the property on the <br />east side of 56th Avenue will donate 25 feet of right-of-way in <br />lieu of paying an assessment, and the Board of County Commissioners <br />will pay $12,000 from other revenue sources so that portion of the <br />assessment will not be passed on to the other owners in the <br />subdivision. He further explained that for roads that are entirely <br />within a subdivision and used by residents within the subdivision <br />the County pays 25% and the owners pay 75% of the cost of paving. <br />If the road is a collector road which serves many more people, and <br />many more cars travel that road than just the residents, the County <br />pays 50% of the cost of that paving. <br />Discussion ensued regarding the details involved in deferring <br />the project for 6 months until the home owners could come back with <br />more positive feelings from a larger percentage of the owners. <br />Director Davis assured the Board that there is flexibility, <br />but he could not promise that the assessment roll would stay as it <br />is because the cost of materials may go up. Director Davis stated <br />that staff would like some direction as to when the Board would <br />reconsider this project; would it be when the petition is at a <br />certain percentage, or when there is more positive feeling from the <br />owners, or is the Board asking for some other criteria. <br />Andrew Jefferson commented that if the Board waits until there <br />is more positive feeling from the property owners, that may never <br />happen. He pointed out that if an owner lives in another part of <br />the county and owns a vacant lot in this subdivision, they would be <br />opposed to the paving project, while the folks that live there want <br />their community upgraded. <br />Director Davis stated that this assessment is in line with <br />other assessments we have been doing, and lower than some. He <br />explained that the lots have deep frontage and some owners have <br />more than one lot. <br />Bill Koolage, 11 Vista Gardens Trail, suggested a 10 -year <br />payback. <br />Vice Chairman Bowman explained that a 5 -year payback was <br />chosen to try to keep the interest costs as low as possible. <br />It was determined that no one else wished to be heard and the <br />Vice Chairman closed the public hearing. <br />41 <br />BOOK 8 7 FA)E 44' <br />
