DeBraal, Deputy County Attorney 1ti^' w <br /> DATE: January 17, 2017 <br /> SUBJECT: Termination of Agreement between the County, the Senior Resource <br /> Association and Vero Beach Hotel and Spa concerning Beach Circulator <br /> Route <br /> The Beach Circulator Route (Route 16) is serviced by a GoLine bus that was funded in part by a <br /> grant from the Florida Department of Transportation and by matching funds provided by the Vero <br /> Beach Hotel and Spa. The parties entered into an agreement for a one year term beginning July <br /> 2015. The Agreement was renewed for an additional year in 2016. This route was designed to ease <br /> the parking and traffic problems for the businesses along Ocean Drive. Unfortunately, the route has <br /> not been as popular as was hoped. Ridership did not meet minimum standards and has not <br /> increased in the last few months. After discussion with Karen Deigl, CEO of the Senior Resource <br /> Association and GoLine Indian River Transit and representatives from the Vero Beach Hotel, it has <br /> been mutually agreed to terminate the Extension of Agreement dated April 12, 2016, for the term <br /> which began on July 1, 2016 and is set to expire on June 30, 2017. The route will cease to operate <br /> later this month. Additionally the parties have agreed to a pro rata return of the matching funds <br /> provided by the Vero Beach Hotel. <br /> If the GoLine would decide to bring back the Beach Circulator Route at some time in the future, the <br /> GoLine will first inquire of the Vero Beach Hotel if it is interested in renewing its funding of the route <br /> and Vero Beach Hotel, LLC will have right of first refusal to participate. <br /> Funding. There is no expenditure of County funds for this matter. The County is a party to the <br /> Agreement as the County owns and insures the buses used on this route. <br /> Recommendation. Staff recommends the Board approve the Termination of Agreement with the <br /> GoLine and the Vero Beach Hotel and authorize the Chairman to sign the documents on behalf of <br /> the Board. <br /> Copies to: <br /> Karen Deigl, CEO, Senior Resource Association and GoLine Indian River Transit <br /> Vero Beach Hotel, LLC <br /> P23 <br />
