Southern Management <br />6945 49th Street - Vero Beach a FL - 32967 <br />772=473-1577 <br />DATE: January 27, 2017 <br />TO: Vincent Burke, Indian River County Utilities <br />FROM: Beth Sembler, Southern Management <br />SUBJ: Revised Spoonbill Marsh Post Hurricane Matthew Field Assessment <br />Scope of Work <br />FIELD ASSESSMENT/SCOPE OF WORK: <br />Priority Classification: High: <br />1. Clean out existing runnel ditches #1 and #2. Runnel ditches are almost <br />entirely plugged due to vegetative debris, root balls, mud, leaves, sticks, <br />etc. due to Hurricane Matthew's strong winds that have blown over <br />vegetation. These runnel ditches are the only provided drainage for the <br />Spoonbill marsh area. Spoonbill marsh cannot operate as designed unless <br />these runnel ditches are promptly cleaned. Cleaning these runnel ditches <br />will be time-consuming, labor intensive and dangerous due to the sight <br />conditions that can only be accessed by foot and cleaned by hand and <br />hand tools. Many of the blown over root balls within the ditch drainage <br />boundaries have left deep holes in excess of five-foot deep. Extreme <br />caution and safety will need to be exercised in this clean up area. This is <br />extremely hazardous work. <br />Scope of Work: Estimated 84o-10 days for completion of clean out of both <br />runnel ditches. Total estimated personnel hours of 554 hours @ $32.50 <br />per hour. <br />Please note: Due to the complexity of the clean up areas and the large <br />amount of submerged debris, we cannot fully anticipate the number of <br />hours required until we are lonsite and physically conducting cleanup <br />activities. This is a best -effort rough estimate based on a brief visual <br />inspection. <br />Total cost not to exceed: $18,005.00 <br />P170 <br />
