Brown, County Administrator <br />From: Vincent Burke, P.E., Director of Utility Services <br />Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager <br />Subject: Fischer lake Island Subdivision Phase 1 through 6 and Replat of 7 Petition Water <br />Assessment Project UCP 4118 — Bidding Status: Bid No. 2017-026 <br />DESCRIPTIONS AND CONDITIONS: <br />On October 4, 2016, the Indian River County Board of County Commissioners (BCC) adopted Resolution III, <br />confirming the special assessments in connection with the water main extension for Fischer Lake Island <br />Subdivision Phase 1 through 6 and Replat of 7 in Indian River County, Florida. The project was advertised <br />December 9, 2016, and opened January 12, 2017. <br />ANALYSIS: <br />The engineer's opinion of probable construction cost for the project to benefit the sixty (60) parcels was <br />estimated to be $486,424.20. <br />Although forty one (41) potential contractors were listed as plan holders on Demandstar, only one (1) <br />prospective bidder submitted a bid proposal. <br />Bids Opened January 12, 2017 <br />Bidder <br />Location <br />Total Bid Amount <br />Increase in Price <br />Timothy Rose <br />Contracting, Inc. <br />Vero Beach, Florida <br />$641,362.93 <br />31.85% <br />The unit price for the 6 -inch water main appears to be an anomaly compared to the unit price for 8 -inch pipe. <br />Upon further evaluation Timothy Rose Contracting noted that the 6 -inch water main unit price in the original <br />bid was an error. The contractor submitted the revised unit price as a Change Order to the original contract. A <br />deduct of $95,260.00 from the original contract will bring the new total to $546,102.93 (see attached Change <br />Order No.1) which is a 12% increase of the total preliminary assessment cost. Please note that at the time BCC <br />adopted Resolution III, the BCC requested the addition of two (2) fire hydrants to the project to be located outside <br />the Fischer Lake Island Subdivision and this cost is to be borne by the county. The unit price of each hydrant <br />assembly is $5,014.00. Excluding the two hydrants, the actual increase is only 10% above the total preliminary <br />assessment cost. Timothy Rose Contracting, Inc. is considered to be the lowest, responsive, responsible bidder <br />for the project with a bid totaling $546,102.93. Timothy Rose Contracting, Inc., has completed various <br />construction projects for the county and has consistently performed work in a satisfactory manner.
