Emergency services District <br />County Administrator Jim Chandler announced that this is the <br />first time the Emergency Services District goes into effect, as <br />approved by referendum in March of 1990. The proposed millage is <br />2.2851. Since this is a new district, it is not related to a <br />rolled -back rate. However, if it were, it would be .2740 above the <br />rolled -back rate. On a comparative basis with ALS and the fire <br />districts for next fiscal year, this is $745,376 above the current <br />budget. In trying to keep all expenses at or below current levels <br />some expenses were deferred: 9 full-time positions which were <br />budgeted and were not filled will not be recommended for FY <br />1992/93; 5 part-time positions were eliminated; and a Hazardous <br />Materials vehicle with associated costs was eliminated. <br />Administrator Chandler stated that he recommended including in the <br />funding two ambulances, and we have funded our commitments on the <br />fire contract. The total proposed budget for FY 1992/93 is <br />$11,127,068. <br />The Chairman opened the public -hearing and asked if anyone <br />wished to be heard in this matter. There being none, she closed <br />the public hearing. <br />Commissioner Scurlock led discussion on the millage value, and <br />Administrator Chandler explained that the value of one mill in the <br />Emergency Services District is $4,394,900 because Indian River <br />Shores is excluded not only in terms of services but also in terms <br />of tax base in calculating the millage. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously approved a <br />tentative millage of 2.2851 for Emergency Services <br />District for FY 1992/93. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously approved a <br />tentative budget of $11,127,068 for Emergency <br />Services District for FY'1992/93. <br />15 <br />SEP 91992 BOOK 87 PATE 516 <br />L_ <br />
