Honorable Chairman and <br />Board of County Commissioners <br />9/16/91 <br />Page 4 <br />In March of 1988. the United States Environmental Protection Agency (U.S. <br />EPA) proposed new regulations establishing requirements for land application, <br />distribution and marketing. monofilling. surface disposal and incineration of <br />sludge. Because of the changes included in Volume 40 of the Code of Federal <br />Regulations. numbers 503 and 257. the current practice of land application of <br />sludge in Indian River County is no longer a viable option. <br />Recognizing that the cunent method of sludge disposal is no longer viable, <br />Indian River County contracted with COM to prepare a report and Master Plan <br />to determine the most cost effective, acceptable method of sludge disposal <br />for Indian River County. CDM evaluated a number of options. including <br />additional sludge treatment followed by land application of sludge. lime <br />stabilization of sludge followed by landfilling. landfilling of anaerobically <br />digested sludge. as well as others. The most coat effective. implementable. <br />and permutable method of sludge disposal for Indian River County was <br />determined to be dewatering of waste activated sludge. (the proposed Regional <br />Sludge Facility). with final disposal in the County's landfill. Upon <br />completion of this project. a future project may combine the dewatered sludge <br />with yard wastes (tree trimmings. branches. clippings. etc.) in a compost <br />facility located at the County's landfill she. This composted product may <br />then be used as landfill cover or as a subbase for landscape projects. <br />Therefore. through evaluations. feasibility studies and master planning <br />efforts mentioned earlier. CDM has identified the need for a change in the <br />method of treatment and disposal of sludge in Indian River County. The need <br />for a Regional Sludge Facility in Indian River County is based on proposed <br />changes in regulatory requirements for the treatment and disposal of sludge <br />M. VRB2/5 <br />
