In addition to being <br />necessary. the February 1988 "Indian River County Wastewater Master Plan" <br />demonstrated the proposed project to be cost effective in addressing the <br />management of sludge. septage. and grease in Indian River County. <br />On March 14, 1988. Indian River County submitted an application to the <br />Florida Department of Environmental Regulation (FDER) to construct the <br />proposed Regional Sludge Facility (Facility). In recognition of the need <br />for. and cost-effectiveness of. the Regional Sludge Facility. FDER and the <br />Environmental Protection Agency (EPA) have offered a construction grant for <br />the project and issued construction permit number DC31-146713. Under the <br />terms of the grant offer. the amount of the grant will continue to erode <br />until bids are opened. Advertisements for bids appeared in area newspapers <br />on July 5. 1991 and again on July 12. 1991. Bids were opened on August 28. <br />1991. Review of the bids by the County and FDER and contract award are <br />expected to require three to four months. with the notice to proceed issued <br />one to two weeks thereafter. Construction of the Facility is anticipated to <br />last 15 months, with completion of the project scheduled for the Spring of <br />1993. <br />For the purposes of this report. we define sludge. septage. and grease as <br />follows: <br />o Sludge - the solid or semi-solid residual by-product of the <br />wastewater treatment plant process. <br />o Septage - the liquids and solids removed from domestic septic <br />tanks and portable toilet facilities. <br />M.VRB2/5 <br />
