Al <br />Honorable Chairman and <br />Board of County Commissioners <br />9/16/91 <br />Page 6 <br />o Grease - the material taken from commercial grease traps <br />typically found at food processing facilities and/or <br />restaurants. <br />BACKGROUND OF THE PROJECT <br />The Wastewater Master Plan. published in February 1988. investigated the <br />needs for treatment and disposal of septage. grease. and wastewater sludge <br />wastes in the County. Based on anticipated changes in state and federal <br />regulations and CDM"s investigations for disposal of wastewater sludge in <br />Indian River County. the current method of liquid land application has been <br />shown to be less cost-effective than other methods of disposal. Hence. a <br />clear need exists for developing an approvable. long-term method for <br />treatment and disposal of sludge and other similar liquid wastes. <br />Various disposal alternatives were investigated and it was determined that a <br />more cost-effective and implementable treatment approach would be to <br />construct one regional facility to treat all three of these waste types. Not <br />only would a single. centrally located facility provide economies of scale in <br />treating and disposing of waste activated sludge. but the design of the <br />facility could be tailored to accept grease and septage loads without <br />periodic adjustments to the treatment process that might be required at other <br />facilities designed primarily for municipal wastewater treatment. <br />ADMINISTRATION AND STAFFING <br />The Wastewater Treatment Division (WTD) is a division within the County's <br />Department of Utility Services that is responsible for the operation and <br />maintenance of nine existing County -owned wastewater treatment facilities. <br />M.VRB2/5 <br />
