CC 4.4.17 <br />Office o_ f <br />INDIAN RIVER COUNTY <br />MEMORANDUM <br />TO: Board of County Commissioners <br />FROM: Dylan Reingold, County Attorney QV <br />DATE: March 16, 2017 <br />ATTORNEY <br />SUBJECT: Neighborhood Stabilization Program Citizen Advisory Task Force <br />BACKGROUND. <br />To assist local governments during the Great Recession, the federal government enacted the Housing and <br />Economic Recovery Act, Public Law 110-289 (the "Act"). The Act appropriated Community <br />Development Block Grant funds under the Neighborhood Stabilization Program ("NSP") to local <br />governments, including Indian River County. The NSP funds were utilized for the purchase and <br />rehabilitation of abandoned and foreclosed properties for re -sale or rent to very low, low, and moderate <br />income households. <br />As part of the NSP application process, Indian River County was required to appoint a citizen advisory <br />task force to provide input on proposed applications and grant activities. On March 3, 2009, the Indian <br />River County Board of County Commissioners (the "Board") formed the NSP Citizen Advisory Task <br />Force. The NSP 1 and NSP 3 grants are now closed, and therefore there is no further need for the NSP <br />Citizen Advisory Task Force. Thus, the County Attorney's Office recommends that the Board sunset the <br />NSP Citizen Advisory Task Force. <br />FUNDING. <br />There is no funding associated with this item. <br />RECOMMENDATION. <br />The County Attorney's Office recommends that the Board vote to sunset the Neighborhood Stabilization <br />Program Citizen Advisory Task Force. <br />F:IAunrwryVAd.tGEME iB C C14r,.6M,.-WSPCATF.d- <br />P68 <br />
