Brown, County Administrator <br />Michael Smykowski, Director, Office of Management and Budget <br />FROM: Jennifer Hyde, Purchasing Manager <br />SUBJECT: Waiver of Requirement for Bids to Procure Material for Fellsmere Roads <br />Project <br />BACKGROUND: <br />On February 21, 2017, the Board directed Staff to move forward with improvements to several <br />dirt roads in the Fellsmere area. This project will require the purchase, delivery and placement <br />of an estimated 14,300 cubic yards of stabilizer. Staff began work on these improvements and <br />is currently obtaining the stabilizer material from Bernard Egan & Company under a $50,000 <br />purchase order initially issued and within the Purchasing Manager's authority and subsequently <br />increased to the extent of the County Administrator's authority. Additional material beyond the <br />amount currently authorized on the Purchase Order will be required to complete the project. <br />EVALUATION <br />Two other mines can provide the material, however one is located in northern St. Lucie County <br />and requires all trucks utilizing their facility to be equipped with CB radios, which Road and <br />Bridge dump trucks do not have. The second mine does not deliver. The Road and Bridge <br />Division does not have the capacity to haul the quantity of material necessary to complete this <br />project without significantly impacting the day to day operation of Road and Bridge <br />maintenance. Staff is satisfied with the quality and value of the material obtained from Bernard <br />Egan & Company and prefers a single source for the material throughout the project area. <br />FUNDING/BUDGET AMENDMENT: <br />Funds in the amount of $210,925.00 for the total project are available in the Fellsmere Roads <br />Stabilization account (10921441-035390-16032). <br />RECOMMENDATION: <br />Staff recommends the Board of County Commissioners waive the requirement for bids and <br />authorize the Purchasing Division to increase purchase order 77457 to Bernard Egan & <br />P143 <br />
