grant administrative permit use approval for the FPL Heritage Switchyard with the <br />conditions stated in the staff report. <br />Applicant Mr. Bruce Barkett, representing FPL, clarified details of the <br />proposed project and requested that should the County's landscaping ordinance <br />be amended as planned, that they would like the opportunity to update their <br />landscaping plan. <br />Mr. John McCoy, Chief of Current Development, agreed that if the land <br />development regulations (LDR) changed in the applicant's favor, they would have <br />the opportunity to modify their landscaping plan prior to obtaining their Certificate <br />of Occupancy (CO). <br />ON MOTION BY Mr. Landers, SECONDED BY Dr. <br />Day, the members voted unanimously (5-0) to <br />accept staff recommendations with the revisions <br />regarding LDR's on this Quasi -Judicial matter. <br />Public Hearing <br />Chairman Polackwich read the following into the record: <br />(131 &y— oar nergy en er: Request for special <br />exception use approval for a private heavy utility facility (solar energy <br />center). (SP -SE -17-04-06 / <br />2017030093-78598) [Quasi -Judicial] <br />Chairman Polackwich asked the Commissioners to reveal any ex -parte <br />communication with the applicant or any conflict that would not allow them to <br />make an unbiased decision. He made the same disclosures as with the previous <br />case and stated that he felt that he could be fair and impartial in this case. The <br />other members indicated that they had not had any ex -parte communication. <br />The secretary administered the testimonial oath to those present who <br />wished to speak at tonight's meeting on this matter. <br />Mr. Ryan Sweeney, Senior Planner of Current Development, reviewed <br />information regarding the request for special exception use approval and gave a <br />PowerPoint presentation, copies of which are on file in the Board of County <br />Commissioners (BCC) Office.
