recommend that, the Board of County Commissioners (BCC) grant special <br />exception approval for the proposed solar energy center with the conditions <br />stated in the staff report. <br />Applicant Ms. Krista Hendricks, representing FPL, clarified details of the <br />proposed project and gave a PowerPoint presentation, copies of which are on file <br />in the Board of County Commissioners (BCC) Office. <br />Mr. Mike Ziegler, representing Mr. WC Graves IV, adjacent landowner to <br />the proposed facility, voiced his concerns regarding the integrity of the culverts <br />involved in the proposed project. He asked that the Board have a professional <br />engineer assess the integrity of the existing culverts and provide a professional <br />engineering report of findings with recommendations that ensure continued <br />drainage and irrigation as well as safe travel, averting an accident involving <br />personal injury or property damage directly caused by culvert or roadway <br />inadequacies. <br />Lengthy discussion followed regarding Mr. Ziegler's concerns. <br />A revision to the culvert condition was suggested by the Chairman. That <br />revision was accepted by the applicant's agent, Mr. Bruce Barkett.
