ARTICLE 23 <br /> PERSONNEL REDUCTION <br /> 23.01 If a personnel reduction is necessary,the Employer shall determine the number of employees <br /> and jobs affected in the bargaining unit and retain employees on the basis of job <br /> qualifications, length of uninterrupted services as a full-time employee(seniority), and job <br /> performance. Other factors being equal in the Emergency Services Director's judgment, <br /> seniority,as defined above,shall prevail. Laid-off employees will be recalled within two(2) <br /> years of the employee's lay-off date before new employees are hired for future vacancies in <br /> the Fire Department, however, the laid-off employee must meet, as a minimum, the basic <br /> qualifications(i.e.,Fire Standards Certification is current,EMT is active,and/or Paramedic <br /> License is active) they held at the time of their separation. Recalled single-role employees <br /> will not be required to enter into an employment agreement to become dual certified if <br /> recalled within the two-year period. <br /> 23.02 Laid-off employees shall retain seniority in the Fire Department for a period of two(2)years <br /> after lay-off. <br /> 23.03 An employee shall lose seniority if the employee voluntarily quits or is discharged for cause, <br /> immediately upon the employee's last day in a work status. An employee shall be considered <br /> a voluntary quit if the employee is absent three (3) consecutive duty shifts without prior <br /> approval from, or notification to, the Emergency Services Director or his or her designee. <br /> 40 <br />
