Mr. Mark P. Neiman, P.E.—Transportation Engineer(Geometrics and Road Design) <br /> With over 40 years of experience, will provide left tum lane and signing and <br /> pavement marking engineering design services for this contract. Mr. Neiman's <br /> experience includes the design, permitting, and management of roadways and <br /> pedestrian facilities (minor and major) across the state. Mr. Neiman has <br /> consistently delivered quality projects to private, municipal and state entities n <br /> throughout his career. His experience working with Florida Department of <br /> Transportation will ensure that this roadway project is completed according to <br /> accepted standards in Indian River County. In addition, Mr. Neiman is prequalified <br /> with the FDOT in workgroups 3.1-Minor Highway Design, 3.2-Major Highway <br /> Design, and 7.1-Signing, Pavement Marking and Channelization. <br /> Compliance with the American's with Disabilities Act (ADA) has been an integral <br /> part of Mr. Neiman's career. Meeting ADA standards and requirements is an <br /> important part of each and every design project. Mr. Neiman is currently assisting the City of Daytona Beach <br /> with a multi-million dollar ADA transition plan for compliance. <br /> Mr. Randal Stormant,—Geotechnical Engineer(FDR Mix Design and Specifications) <br /> Bechtol Engineering and Testing, Inc. (BET) has performed mix design testing/development and/or in-field <br /> production testing for hundreds of successful roadway rehabilitation projects throughout Florida and the <br /> southeast. Project specifications, provided by the many different governing agencies, pertaining to mix design <br /> development and in-field production testing relative to Full Depth Reclamation (FDR) have varied dramatically. <br /> Cities, Counties, The State of Florida and other States have many conflicting ideas regarding FDR mix design, <br /> testing and structural coefficient methodology. <br /> Project mix design sampling and testing must be preceded by a clear understanding of the owner's desired final <br /> outcome (traffic level, budget, life span, grade, etc.). An initial sampling plan must account for varying site <br /> conditions and roadway section parent materials. Typically cores or saw cut windows are removed from the <br /> existing roadway at intervals that will provide sufficient material quantity to perform the necessary analysis and <br /> testing. Multiple mix designs may be required for a single project if the variance in the structural performance <br /> and add mixture compatibility characteristics of the parent materials differ significantly throughout the project <br /> limits. <br /> For FDR projects, BET recommends laboratory design test procedures that can be duplicated later in the field <br /> during production level testing.
