The access will be a paved 24 ft. wide two-way driveway, <br />and at this point, there are not enough trips to warrant a traffic <br />light or a left -turn lane. <br />Vice Chairman Bowman felt that we would be inviting a traffic <br />problem similar to the one up at St. Sebastian because 58th Avenue <br />is a very heavily traveled road. <br />Commissioner Scurlock asked if there is any ability as the <br />church grows to handle any future traffic problems or other things <br />related to the site plan. <br />Representing the church, engineer James Young explained that <br />the site is only two acres and the sanctuary area only has 186 <br />seats. Basically, they have used up the entire site for the <br />church, and if there is any expansion, they would have to purchase <br />another piece of property and come in for another site approval. <br />We are looking at a very small facility. <br />Commissioner Bird understood then that if they expanded north <br />or south of this site, we have the ability to initiate a <br />requirement for a left-hand turn lane or other modifications that <br />need to be put in. <br />Community Development Director Robert Keating confirmed that <br />if they expand to either north or south of this site, there could <br />be another access point and we could look at any modifications that <br />were necessary. Right now, based on the size of the site and the <br />trip characteristics, the design that they show is adequate. <br />Public Works Director Jim Davis advised that the church is <br />dedicating and the County is compensating them for additional <br />right-of-way. The 5 -lane section of highway that exists in front <br />of Ryanwood Shopping Center is programmed under our Thoroughfare <br />Plan to extend along the frontage of the property. That would <br />accommodate a left -turn lane for left -turn movements into the <br />property along with a median cut at this one particular driveway <br />that is shown. We don't feel this particular church will pose the <br />problems that we encountered with St. Sebastian Church or some of <br />the larger churches in the county. Most of the activities will be <br />at non -peak hours. <br />Vice Chairman Bowman understood that right now we only have <br />50 -ft. of the 130 -ft. . right -of -way required and will be getting <br />another 40 feet from the church. <br />Vice Chairman Bowman opened the Public Hearing and asked if <br />anyone wished to be heard in this matter.
