SEP 15 1992 <br />BOOK <br />8 7 Fnu_ 563 <br />increase and then in January get a 2% cost of living increase, <br />which would amount to $600. <br />Commissioner Scurlock pointed out that in contrast an employee <br />making $65,000 and not at the top of his range would receive $2600 <br />through the 2%-2% increase, and Vice Chairman Bowman agreed that <br />wasn't right. <br />Commissioner Bird noted that while there are low pay scales <br />even in the private sector, government does provide an excellent <br />benefit package. <br />Vice Chairman Bowman didn't know how anybody can live on <br />$15,000 a year, and Commissioner Scurlock understood that we have <br />people working for the County making $12,000. <br />Commissioner Tippin commented that there are low paying levels <br />in all fields and, unfortunately, we in government cannot solve all <br />the world's problems. <br />Commissioner Bird felt that Administrator Chandler has <br />anguished over this plan long and hard and he planned to support <br />his recommendation. <br />THE VICE CHAIRMAN requested that Commissioner <br />Scurlock repeat his Motion on the floor. <br />Commissioner Scurlock advised that the intent of his <br />Motion is to provide the 2% and 2% increases, but <br />freeze the salaries of those employees making over <br />$50,000. <br />THE VICE CHAIRMAN CALLED FOR THE QUESTION. The <br />Motion failed on a vote of 2-2, Commissioners Bird <br />and Tippin dissenting. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Tippin, the Board by a 3-1 vote <br />(Commissioner Scurlock dissenting) approved the <br />recommendation of the County Administrator as set <br />out in the above memo. <br />38 <br />
