Brown, County Administrator <br />From: Vincent Burke, P.E., Director of Utility Services <br />Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager <br />Subject: Relocation Services Of Watermain on 17th Street From US Highway 1 to the 17th Street <br />Causeway Bridge. <br />DESCRIPTIONS AND CONDITIONS: <br />Florida Department of Transportation (FDOT) is planning to widen a portion of 17th Street from US Highway 1 <br />to the 17th Street Causeway Bridge. The subject widening is to begin in the summer of 2017. As part of the <br />widening, FDOT is also relocating drainage structures and pipes. The county's existing water main will be in <br />conflict with the proposed roadway improvements and will need to be relocated. <br />On December 20, 2016, the Indian River County Board of County Commissioners (BCC) adopted Resolution <br />2016-128, Resolution of the Board of County Commissioners of Indian River County, Florida, with the Florida <br />Department of Transportation Authorizing the Chairman's Execution of a Utility Work By Highway Contractor <br />Agreement for the Relocation Services of Watermain for the Construction of 17th Street From Us Hwy 1 tol7th <br />Street Causeway Bridge. <br />ANALYSIS: <br />Indian River County Department of Utility Services (IRCDUS) staff has designed the relocation of the existing 6 - <br />inch water main. Due to the complexity of the relocation of the existing water main with the existing and <br />proposed drainage structures and pipes, staff was of the opinion that the subject work be performed by the <br />same contractor doing the roadway improvements for cost savings. The county's initial estimate for the <br />relocation of the watermain was $63,005.60. The subject estimate was based on an open -cut method and <br />utilizing unit prices from our on-going labor and material contracts. Prior to the letting of the project by FDOT, <br />FDOT's Estimating Division revised the numbers based on recent market prices they had in their database. <br />Their revisions increased the total price to $147,196.00. The bids opened April 7, 2017, and the lowest <br />responsive and responsible bidders' price for the utility relocation was $201,997.04, which is 37% higher than <br />FDOT's estimate. Therefore, staff evaluated an alternative method via directional bore to relocate the existing <br />watermain and priced it based on the unit prices from the labor contract. <br />Staff decided the most cost efficient and timely method to relocate the existing watermain was to utilize the <br />IRCDUS labor contractor, Blue Goose Construction. A list of the anticipated material quantities was prepared and <br />bid prices from the Blue Goose Construction contract was used to calculate the labor expense. The total material <br />cost was based on unit prices derived from the Annual Contract for Utility Warehouse Stock, where the county will <br />realize a 7% savings on the material by Owner Direct Purchase. The total labor cost estimate for Blue Goose <br />Construction is $109,457.92 (See Attachment 2).
