CONSENT AGENDA <br />ANALYSIS: <br />An evaluation committee comprised of the Conservation Lands Manager, Parks Superintendent, and <br />Coastal Engineer independently evaluated and scored the proposals in accordance with the Purchasing <br />Manual. These scores were compiled by the committee and an overall ranking of the submittals <br />developed. The committee determined interviews were not necessary. <br />The final ranking established by the committee is: <br />1. Summerlin's Marine Construction, LLC <br />2. Underwater Engineering Services, Inc. (UESI) <br />3. Ferreira Construction <br />After the public selection committee meeting on May 25, 2016, UESI submitted a protest regarding the <br />mandatory pre-bid meeting, which took place on April 20, 2016. Both the RFP documents and County <br />Purchasing Manual state any protest must be made within seven days of when the party knew or <br />should have known the facts leading to their protest. As such, the protest was denied and UESI has not <br />indicated an intent to appeal this protest to the Board. <br />FUNDING: <br />Summerlin's price proposal for boardwalk repairs, decking replacement and replacement of top and <br />intermediate guide rails was $92,600.00. FIND will reimburse the County for up to $90,000 toward the <br />boardwalk repairs upon completion of both elements (boardwalk and paving) of the project have been <br />completed. The grant requires both phases be completed by September 30, 2017.
