Mehta, P.E., Managing Director, Solid Waste Disposal District <br />Subject: WO No. 5 to Geosyntec for One Year of Groundwater Monitoring/Reporting and Related <br />Consulting Services at the Former South Gifford Road Landfill <br />DESCRIPTIONS AND CONDITIONS: <br />In accordance with the requirements by the Florida Department of Environmental Protection (FDEP), the <br />former South Gifford Road Landfill site requires continual groundwater monitoring activities and required <br />regulatory oversight to show that the County and the Solid Waste Disposal District (SWDD) are proactively <br />taking efforts to remediate the site. <br />On a positive note, FDEP approved in March 2017 the recommendation from Geosyntec in the last report to <br />reduce the groundwater sampling frequency from semi-annual to an annual basis for 20 out of 28 wells, <br />which has reduced the total costs significantly. <br />FDEP requires submittal of the next semi-annual groundwater monitoring report no later than August 31, <br />2017 (to document results of the summer 2017 semi-annual sampling event included in the attached work <br />order request). Previous sampling, reporting, and remedial events performed by Geosyntec have been <br />completed on schedule and within budget. <br />Accordingly, staff requested the attached proposal from Geosyntec per the Extension and Amendment of <br />the Continuing Services Contract Agreement for Professional Services dated November 4, 2014, to provide <br />groundwater monitoring and reporting for an additional one-year period and annual pollution remediation <br />liabilities evaluation. <br />ANALYSIS: <br />Geosyntec's proposal includes two semi-annual monitoring and reporting events for the plume monitoring well <br />network, as well as preparation of an annual pollution remediation liabilities evaluation.
