He summarized the <br />landscape regulation changes; problems with the use of temporary suspensions <br />of compliance provisions and the proposed changes; and compared the <br />preliminary development review fee schedules for Community Development <br />and Public Works with the fees charged in nearby counties. He also spoke of the <br />potential impacts to the Public Works Department, Utilities, and the County <br />Attorney's office. <br />Public Works Director Rich Szpyrka continued with the PowerPoint <br />Presentation to provide an analysis of the Building Permit Fees and compared <br />the last three years of revenue for Public and Private Single Family Residential <br />Permits. He stated that when comparing the annual cost for staff and the <br />revenue collected for building permit reviews and inspections, that there has <br />been a $322,784 shortfall in revenues over the last three years. He <br />recommended that in order to address the revenue shortfall, the current Public <br />Works fees for Single Family Residential (SFR) Right -of -Way and Drainage <br />Review Permits should be increased from $75.00 for public roads, and $45.00 <br />for private roads to a fee of $180.00 for both public and private roads. He noted <br />that the proposed fee increase does not take into account the need for additional <br />staff to reduce the current review times or backlog for Single Family <br />Residential Permit reviews, but that the additional fee collection would help <br />fund the needed staffing increases. <br />Indian River County Florida <br />Page 14 <br />
