Board of County Commissioners <br />Meeting Minutes - Final June 20, 2017 <br />He discussed the current and proposed fee schedules for stormwater permits, <br />inspection and re -inspection fees. Director Szpyrka made mention that the <br />building permit review fees for Public Works have not been adjusted since <br />2004, and to maintain the current level of service, a taxpayer subsidy would be <br />required to fund the difference between staff costs and revenue collected. <br />Director Szpyrka also provided a similar analysis of the Development Permit <br />Fees, and a comparison of the last three years of revenues collected for Public <br />Works Land Development and Right -of -Way Permit Reviews. He stated that <br />permit review fees do not cover staff costs, which include inspections for <br />right-of-ways, site plans and subdivisions, permit violations, drainage issues, <br />and correspondence with project engineers. He explained that the total revenue <br />shortfall for land development review and inspection process was $1,275,754 <br />over the last three years, and recommended revisions to the current fee <br />schedule. He proposed that the inspection fees for the portion of construction <br />costs up to $500,000 would be 2% of construction costs; the costs between <br />$500,001 and $1,000,000 would be 1.5% of construction costs; costs above <br />$1,000,000 would be 1% of the construction costs; and noted that the inspection <br />fees would be cumulative in order to cover the construction costs for the entire <br />project. <br />Commissioner Solari expressed that he understood the Workshop differently <br />than what was being addressed today, and was not prepared to move forward <br />with the process. He explained that he had not had the time to review the <br />subject thoroughly, and felt that affordable housing in the County is currently a <br />major issue, and did not wish to add any more costs to citizens who already <br />could not afford a decent place to live. <br />Chairman Flescher acknowledged the hard work and efforts made by staff, but <br />mentioned that he was under the understanding that the intent of the Workshop <br />was to have discussions on the streamlining and efficiency of the permitting <br />process. He explained that there was a lot of information relayed at the <br />Workshop, and that discussions may have gotten misconstrued. <br />County Administrator Brown apologized for any misunderstanding and <br />explained that it was his understanding that staff had been directed to review <br />landscaping requirements, the use of temporary suspension for Certificate of <br />Completion Ordinance, and to review the Development review fees for <br />Community Development and Public Works. He provided assurances that staff <br />would consider any streamlining measures or other issues and take any <br />direction that was provided from the Board. <br />Indian River County Florida <br />Page 15 <br />
