Attachment B <br />Scope of Work/Deliverables <br />The Emergency Management Performance Grant (EMPG) funding agreement is provided to perform <br />eligible activities as identified in -the Notice of Funding Opportunity (NOFO), Fiscal Year 2017 EMPG, <br />Appendix B — FY 2017 EMPG Furiding Guidelines. EMPG Program Guidance, FY2017 allowable costs <br />are divided into the following categories: planning, organization, training, exercise, equipment, and <br />management and administration. Eligible activities are outlined in Allowable Costs and Eligible <br />Activities. The intent of the EMPG Base Grant Agreement is to provide each_county with the means to <br />successfully manage and operate an Emergency Management Program by enhancing county emergency <br />management plans and programs that are consistent with 2 C.F.R. Part 200, the State Comprehensive <br />Emergency Management Plan and Program (reference Rule Chapter 27P-6, Florida Administrative Code <br />and Chapter 252, Florida Statutes). <br />Counties must be able to prepare for, respond to, recover from, and mitigate against natural and <br />man-made disasters/ emergencies. Each Emergency Managementstaff person must work the <br />number of hours and assume the responsibilities for the duties in their official position <br />description as well as provide the coordination and support for all incidents within their <br />jurisdiction. <br />By signing this Agreement, the Sub -Recipient certifies that it will use these funds to enhance the county's <br />Emergency Management Program. <br />Federal funds provided under this Agreement shall be matched by the Sub -Recipient dollar for dollar from <br />non-federal funds. <br />Monitoring: Monitoring will be accomplished through desk -based reviews, on-site monitoring visits, or <br />both. Monitoring will involve the review and analysis of the financial, programmatic, performance, <br />compliance and administrative processes, policies, activities, and other attributes of each county and will <br />identify areas where technical assistance, corrective actions and other support may be needed. <br />Desk monitoring is the review of projects, financial activity and technical assistance between the Division <br />and the applicant via e-mail and telephone. On -Site Monitoring are actual visits to the Sub -Recipient <br />agenciesby a Division representative who examines records, procedures and equipment. <br />The Division may request additional monitoring/information if the activity, or lack thereof, generates <br />questions from the region, the sponsoring agency or Division leadership. The method of gathering this <br />information will be determined on a case-by-case basis. <br />Procurement: All Procurement transactions will be conducted in a manner providing full and open <br />competition and shall comply with the standards articulated in: <br />• 2 C.F.R. Part 200; <br />• Chapter 287, Florida Statues; and, <br />• Any local procurement policy. <br />Piggy -backing: The practice of one agency using the procurement/agreement of another agency is <br />called piggybacking. The existing contract must contain language or other legal authority authorizing third <br />parties to make purchases from the contract with the vendor's consent. The terms and conditions of the <br />new contract, including the scope of work, must be substantially the same as those of the existing <br />contract. The piggyback contract may not exceed the existing contract in the scope of volume of goods <br />or -services. An agency may not use the preexisting contract merely as_a "basis to begin negotiations" for <br />34 <br />
