Governor by executive order or rule, are encouraged to have a full time director, but, must, as a <br />minimum, have an emergency management coordinator who works at least 20 hours a week in that <br />capacity. "Full-time Emergency Management Director" means a single professional emergency <br />management program Administrator working full-time as identified in the position description <br />established by the governing body of the jurisdiction. <br />(2) The county must have an emergency management program which has been approved by the <br />Division of Emergency Management. Program approval will require: compliance with appropriate <br />federal and state laws, rules and regulations; satisfactory completion of work elements of the previous <br />year; and, a current proposal containing work elements commensurate with the needs of that county <br />and a proposed budget. Eligible County Emergency Management Agencies in the state shall be <br />allocated annual Federal Emergency Management Agency (FEMA) Emergency Management <br />Performance Grant (EMPG) funding based on the following factors: an amount initially allocated to <br />the county under its Fiscal Year 1994-95 Emergency Management Assistance agreement with the <br />Division of Emergency Management (Division), -a base amount distributed equally to each county and <br />an amount commensurate with each county's proportionate share of the state's total population <br />based on the most recent official population estimates. These amounts shall be increased or <br />decreased to reflect additions or reductions in the availability of FEMA EMPG funds to the Division <br />and the Division's distribution of funds to focal governments. After providing for the initial allocation <br />and the base amount allocation as described above, each county's increase or decrease shall be <br />commensurate with its proportionate share of the state's total population based on the most recent <br />official population estimates. Federal funds shall be used by the county for personnel, travel and <br />operational expenses. Each county must be able to provide a non-federal match for federal funds on <br />a dollar for dollar basis. <br />Mandatory Training and Exercise Requirements for EMPG funded employees only <br />All EMPG Program funded personnel shall complete the following training requirements and record <br />proof of completion: NIMS Training, Independent Study (IS) 100, IS 200, IS 700, and IS 800. In <br />addition, personnel shall complete either the Independent Study courses identified in the Professional <br />Development Series or the National Emergency Management Basic Academy delivered either by the <br />Emergency Management Institute (EMI) or at a sponsored State, local, tribal, territorial, regional or <br />other, designated location. <br />The Quarterly Tasks (Form 1 B) is due every quarter with your quarterly financial report. This is to <br />identify all EMPG funded employees, the completion of the required training (or working towards <br />completion) and the required amount of exercises during the agreement period. <br />Eligible "Organization" items include, but are not limited to: <br />• Utility (electric, water and sewage) and Telephone Bills (landlines, cellular, and satellite) <br />• Internet Service <br />• Maintenance Agreements for equipment or services (reimbursement can only be claimed for <br />services within the Agreement period) <br />• General Office Supplies <br />• Dues and Conference Travel as it relates to the Scope of Work <br />• Equipment (that does not require an AEL #) <br />• Software and upgrades <br />• Publications and Training Materials <br />• Postage <br />• Apparel for identification of Emergency Management Staff in the field <br />• Fuel for Emergency Management vehicles <br />• Food/Beverages for activations (must have Governor's Executive Order or a declared Local State <br />of Emergency or prior approval from DEM/DFS) <br />• Travel to/from meetings and conferences related to emergency management <br />• — Travel to training and/or exercises related to emergency management <br />• Other Personal/Contractual Services <br />• Reimbursement for services by a person(s) who is not a regular or full time employee filling <br />established positions.
