Baird; County Administrator <br /> DEPARTMENT HEAD CONCURRENCE: <br /> Stan Boling, AIC'; Co munity Development Director <br /> THROUGH: Phil Matson, AICP; MPO Staff Directorpili\ <br /> FROM: Brian Freeman, AICP; Senior Transportation Planner (' <br /> DATE: May 27. 2015 <br /> SUBJECT: Request for Approval to Enter into a Public Transportation Joint Participation <br /> Agreement(JPA)with the Florida Department of Transportation(FDOT)for a <br /> Commuter Assistance Grant <br /> It is requested that the information herein presented be given formal consideration by the Board of <br /> County Commissioners at its regular meeting of June 9, 2015. <br /> DESCRIPTION & CONDITIONS <br /> For the past several years, the county has applied for and received transit operating assistance <br /> through Florida Department of Transportation(FDOT)grant programs.Those grant funds have been <br /> passed through to the Senior Resource Association (SRA), Indian River County's transit service <br /> • <br /> provider. <br /> Recently, the county was approved for an FDOT Commuter Assistance Grant that will provide <br /> funding for a new bus route that would serve as a circulator in the Vero Beach harrier island business <br /> district. The proposed beachside circulator will be known as GoLine Route 16 and will connect <br /> employment,business,tourist,and leisure destinations with a remote parking lot at Riverside Park, <br /> where the circulator will also connect with GoLine Route 1.1t is expected that Route 16 will operate <br /> at a 15-minute frequency (i.e. four stops per hour at each destination along the route).The service is <br /> expected to begin on July 1,2015. <br /> The proposed circulator represents the first public-private partnership to support public <br /> transportation in Indian River County. The grant has a local match requirement equal to 25%of the <br /> state funds.
