McCoy, AICJJ <br />Senior Planner, Current Development <br />DATE: September 11, 1992 <br />SUBJECT: Lutheran Church of the Redeemer, Request for Special <br />Exception Use Approval to Construct an Addition/Expansion <br />to a Place of Worship <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of September 22, 1992. <br />PROPOSED DEVELOPMENT AND LOCATION BACKGROUND: <br />Edlund and Dritenbas, Architects has submitted an application for <br />special exception and major site plan approval to construct an <br />addition and expansion to an existing church located at 900 27th <br />Avenue. The project site is zoned RS -6 (Residential Single Family <br />up to 6 units per acre) and is located on the east side of 27th <br />Avenue just north of 8th Street. Since places of worship are <br />considered a special exception use in the RS -6 zoning district, the <br />church will need to obtain special exception use approval to build <br />the addition and expansion. The applicant is requesting approval <br />of two phases: Phase I will contain all proposed building additions <br />and some parking improvements; Phase II will contain only <br />additional parking. <br />At its August 27, 1992 meeting, the Planning and Zoning Commission <br />voted 5-0 to recommend that the Board of County Commissioners <br />approve the special exception request, and voted to grant major <br />site plan conditional approval contingent upon special exception <br />use approval being granted by the Board of County Commissioners. <br />Therefore, if -the Board grants special exception use approval, the <br />major site plan approval will become effective and will be subject <br />to the conditions attached to the site plan approval by the <br />Planning and Zoning Commission. <br />Pursuant to Section. .971.05 of the LDRs, the Board of County <br />Commissioners is now to consider the appropriateness of the <br />requested use based on the submitted site plan and the suitability <br />of the site for that use. The Board may approve, approve with <br />conditions or deny the special exception use, and may attach to its <br />approval any conditions and safeguards necessary to mitigate <br />impacts and to ensure compatibility of the use with the surrounding <br />area. <br />28 <br />
