Fr_ <br />SEP2,2 <br />+ <br />Bea 87 Pi�F M <br />Twenty-seventh Avenue is classified as a major arterial on the <br />County's Thoroughfare Plan, which requires a minimum of 130' <br />of right-of-way. Presently, 80' of right-of-way exists for <br />27th Avenue, requiring an additional 25' acquisition from the <br />applicant's side of 27th Avenue to help make-up the current <br />50' right-of-way deficit. The Public Works Department has <br />indicated that the county will purchase the 25' at this time. <br />Therefore, the applicant needs to coordinate with the Public <br />Works Department to bring about the acquisition. The site <br />plan fully accommodates the 25' right-of-way acquisition. <br />13. Concurrency: The initial concurrency certificate application <br />submitted for this project has been reviewed. It is <br />anticipated that the initial concurrency certificate will be <br />issued prior to this application being considered for approval <br />by the Board of County Commissioners. <br />14. Environmental Concerns: Approximately the northern half of <br />the subject site is considered a jurisdictional wetland, which <br />has been heavily impacted by Maleluca Trees. The applicant is <br />proposing substantial development within this impacted, <br />"marginal" wetland area. Such development within this type of <br />wetland is allowable subject to mitigation, approved via a <br />wetlands resource permit. In this case, the applicant <br />proposes to alter the subject wetlands and provide a <br />combination of mitigation' on-site and fees in lieu of <br />mitigation to fulfill the entire mitigation requirement. The <br />Environmental Planner has already approved a wetlands resource <br />permit for the proposed development. A condition of this <br />permit is that the applicant shall dedicate to the county a <br />conservation easement over the mitigation area prior to <br />release of the site plan. <br />15. Specific Land Use Criteria: The application must satisfy the <br />following specific land use criteria which apply to places of <br />worship in the RS -6 district: <br />a. No building or structure shall be located closer than <br />thirty (30) feet to any property line abutting a <br />residential use or residentially designated property; <br />b. Access shall be from a major thoroughfare unless <br />otherwise approved by public works department; <br />c. Any accessory residential use, day care facility or <br />school upon the premises shall provide such additional <br />lot area as required for such use by this section and <br />shall further be subject to all conditions set forth by <br />the reviewing procedures and standards for that <br />particular use. Accessory residential uses may include <br />covenants, monasteries, rectories or parsonages as <br />required by these regulations; <br />d. Type "C" screening shall be provided along all property <br />boundaries where the facility is located adjacent to a <br />single-family residentially designated property. Type <br />"D" screening shall be provided along all property <br />boundaries when the facility is locate adjacent to a <br />multiple -family residentially designated property. <br />This application meets all of the specific land use criteria. <br />30 <br />M i M <br />
