PURCHASE AUTHORIZATION. CR 510 AND SR AIA RIGHT-OF-WAY ACQUISITION <br />Public Works Director Jim Davis commented from the following <br />memo dated September 16, 1992: <br />TO: James E. Thompson, P.E., <br />Capital Projects Manager <br />SUBJECT: Purchase Authorization <br />CR510 and SR AlA Right -of -Way Acquisition <br />DATE: September 16, 1992 FILE: P109510.agn <br />DESCRIPTION AND CONDITIONS <br />Indian River County is planning to widen CR510 and install <br />signalization at the intersection of CR510 and SR AlA. The <br />additional right-of-way needed to accomplish this project <br />consists of 10 parcels. <br />An Option to Purchase and Contract for Sale was sent to each <br />property owner for the appraised value of the parcel. As of this <br />date, the County has closed on five parcels. <br />The County offered the property owner of Parcel 109 the appraised <br />value of $4,905 for 900 SF of right-of-way. The property owner <br />counter offered a price of $7,900 for the parcel. Staff has <br />negotiated the selling price down to $5,900 which is 20% above <br />the appraised value. This price differs by $995 from the <br />County's appraisal. Condemnation is not an alternative when the <br />difference is this small. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends the Board approve the Contract for Sale and <br />Purchase Agreement for Parcel 109 and authorize the Board <br />Chairman to execute the agreement and all other related <br />documents. <br />Staff also requests that the Board authorize payment of <br />attorney's fees up to a not -to -exceed amount of 6% of the selling <br />price and miscellaneous closing costs. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously (4-0, <br />Chairman Eggert being absent) approved the Contract <br />for Sale and Purchase with Joseph I.
