Tuesday, September 22, 1992 <br />The Board of County Commissioners of Indian River County, <br />Florida, met in Regular Session at the County Commission Chambers, <br />1840 25th Street, Vero*Beach, Florida, on Tuesday, September 22, <br />1992, at 9:00 o'clock A. M. Present were Margaret C. Bowman, Vice <br />Chairman; Richard N. Bird; Don C. Scurlock, Jr., and John W. <br />Tippin. Absent was Chairman Carolyn K. Eggert, who was in the <br />hospital. Also present were James E. Chandler, County <br />Administrator; Charles P. Vitunac, County Attorney; and Patricia <br />Held, Deputy Clerk. <br />The Vice Chairman called the meeting to order, and <br />Commissioner Don C. Scurlock, Jr., led the Pledge of Allegiance to <br />the Flag. <br />ADDITIONS TO THE AGENDA/EMERGENCY ITEMS <br />Vice Chairman Bowman requested the following additions to the <br />Consent Agenda: Item Q, Mosquito Control Waste Tire Abatement <br />Grant; Item R, Salary for Administrator Chandler for 1992/93; and <br />Item S, Salary for Attorney Vitunac for 1992/93. <br />Administrator Chandler requested deferment of Consent Agenda <br />Item I for one week. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously (4-0, <br />Chairman Eggert being absent) added and deferred the <br />above items on the Agenda. <br />PROCLAMATIONS AND PRESENTATIONS <br />Vice Chairman Bowman read aloud the following Proclamation, <br />which was accepted by Faye Stamford and Carol Gollnick: <br />
