SITING AND LICENSING <br />SECTION No. IX <br />FIRST REVISED SHEET NO. 9.449 <br />CANCELS ORIGINAL SHEET NO. 9.449 <br />• Provide a licensing/permitting milestone schedule, which lists all permits, licenses and <br />variances, required to site the Facility. The milestone schedule shall also identify key <br />milestone dates for baseline monitoring, application preparation, agency review, certification <br />and licensing/siting board approval, and agency permit issuance. <br />• Provide a licensing/permitting plan that addresses the issues of air emission, water use, <br />wastewater discharge, wetlands, endangered species, protected properties, surrounding land <br />use, zoning for the Facility, associated linear facilities and support of and opposition to the <br />Facility. <br />• List the emission/effluent discharge limits the Facility will meet and describe in detail the <br />pollution control equipment to be used to meet these limits. <br />VL FACILITY DEVELOPMENT AND PERFORMANCE <br />• Submit a detailed engineering, procurement, construction, startup and commercial operation <br />schedule. The schedule shall include milestones for site acquisition, engineering phases, <br />selection of the major equipment vendors, architect engineer, and Facility operator, steam host <br />integration and delivery of major equipment A discussion of the current status of each milestone <br />should also be included where applicable. <br />• Attach a diagram of the power block arrangement Provide a list of the major equipment vendors <br />and the name and model number of the major equipment to be installed. <br />• Provide a detailed description of the proposed environmental control technology for the Facility <br />and describe the capabilities of the proposed technology. <br />• Attach preliminary flow diagrams for the steam system, water system, and fuel system, and a <br />main electrical one line diagram for the Facility. <br />• State the expected heat rate (HHV) at 75 degrees Fahrenheit for loads of 100%, 75% and 50%. <br />In addition, attach a preliminary heat balance for the Facility. <br />VII. FINANCIAL <br />• Provide DEF with assurances that the proposed RF/QF project is financially viable in accordance <br />with FPSC Rule 25-17.0832(4)(c) by attaching a detailed pro -forma cash flow analysis.
