and County prior to implementation. <br />Tenure for employment seniority and pension purposes <br />shall be defined as continuous service as an employee, first of <br />the City of Vero Beach, followed then by unbroken service in the <br />County - City Building Department. The personnel.files of all <br />personnel employed by the City in the Building Department will be <br />transferred to the Indian River County Personnel Department. <br />Individuals.who are on a probationary status at the time of <br />transfer shall continue on such probationary status under the <br />terms of the Indian River County Personnel Rules and Regulations. <br />7. DEPARTMENT STRUCTURE. The parties agree the exist- <br />ing internal organizational structure of the Department be main- <br />tained until proven ineffective through practice. Any removal or <br />demotion will be based upon cause only in accordance with <br />established County personnel policy. <br />8. SALARIES. The salaries of the transferred employees <br />to the Department shall be at the current rate as of September 3.0, <br />1983 plus any authorized increases for cost of living and merit <br />enjoyed by other County employees as of the first of the fiscal <br />year (October 1, 1983). <br />9.
