Board of County Commissioners <br />Meeting Minutes - Final September 19, 2017 <br />Office Supplies <br />Recommended Action: The Indian River County Sheriff Deryl Loar Recommends Authorization for <br />Expenditure from the Criminal and Sex Offender Registrant Fee Account. <br />Attachments: Sheriff Deryl Loar Letter dated August 21, 2017 <br />Sheriff Dcryl Loar presented the Sheriff Office's annual request to expend $19,300 <br />from the Criminal and Sex Offender Registrant Fee Account to purchase Offender <br />Watch Sex Offender Notification software and registrant office supplies. Ile noted <br />that the binds must be utilized by September 30, 2017. <br />A motion was made by Vice Chairman O'Bryan, seconded by Commissioner Zorc, to <br />approve the Indian River County Sheriffs Office request to utilize $19,300 from the <br />Criminal and Sex Offender Registrant Fee account to purchase the annual <br />subscription for Offender Watch Sex Offender Notification software, and registrant <br />office supplies. The motion carried by the following vote: <br />Aye: 5 - Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, Commissioner <br />Solari, and Commissioner Zorc <br />9.B. 17-0965 Indian River County Sheriff Deryl Loar: Discussion on Budget Amendment <br />Sheriff Deryl Loar announced that the Sheriffs Office had implemented the <br />Alpha -Bravo shift to maintain public safety before, during, and after Hurricane <br />Irma. Hc announced that due to the accrual of 14,200 hours of overtime since <br />September 7, 2017, there was a shortage of dollars to make payroll. He detailed the <br />payroll periods and noted that the fiscal year-end funds encumbered to make <br />improvements in the Sheriff's Office had instead been absorbed into the September <br />15, 2017 payroll. Sheriff Loar requested that the Board allocate an estimated <br />$950,000 to allow him to meet payroll, and reminded the Board that the Florida <br />Emergency Management Agency (FEMA) would reimburse the County for eligible <br />emergency expenses. <br />An extended discussion ensued, as the Commissioners sought and received further <br />information from Sheriff Loar on the emergency overtime and his budget. <br />Commissioner Solari noted that there was a lack of documentation with regards to <br />the Sheriff's request for the $950,000. <br />County Administrator Jason Brown stated that staff would need to receive all the <br />necessary documentation to justify the requested budget allocation, and discussed <br />FEMA's rules regarding reimbursable expenses. <br />Commissioner Solari offered an analysis of the Sheriff's payroll needs, and <br />deduced that $290,000 would suffice for the Sheriff to make the next payroll. 1 le <br />stated that the Sheriff could thereafter produce documentation for the balance of his <br />request. <br />Indian River County Florida Page 17 <br />
