Board of County Commissioners <br />Meeting Minutes - Final September 19, 2017 <br />A motion was made by Commissioner Solari, seconded by Vice Chairman O'Bryan <br />for discussion, to allocate $290,000 to the Sheriff's Office for the upcoming payroll <br />period. <br />Vice Chairman O'Bryan sought and received further data on the pay periods and on <br />Sheriff Loar's documentation, and suggested that an allocation of up to $500,000 be <br />made for the payroll due on September 29, 2017. He added that it would be <br />possible to initiate a budget amendment later to cover those funds that the Sheriff <br />already had to spend. <br />Commissioner Solari withdrew his motion. <br />Commissioner Zorc elaborated on his suggestion to increase the proposed <br />allocation to $700,000. <br />After further discussions about whether the $500,000 would be sufficient to meet <br />the Sheriff's next payroll, the Board consensus was to hold a Special Call Meeting <br />to address any cash flow issues before the Sheriff's next payroll is due in October <br />2017. <br />Chairman Flescher invited the Sheriff to discuss his budget further at a Special Call <br />meeting, at which time, a date will be set and the meeting announced. <br />Joseph Paladin, President, Black Swan Consulting and Atlantic Coast Building, <br />stated that based on past history and performance, he supported the Sheriff's <br />request and advocated that the Board do so. He also spoke to the excellent <br />performance of the Sheriff's Office in maintaining public safety. <br />Commissioner Zorc declared that he would oppose the proposed motion; he <br />preferred to allocate closer to the $700,000 figure, so the Sheriff's year-end <br />purchases can be made. <br />Throughout the discussion, individual Commissioners and Administrator Brown <br />acknowledged the exemplary service provided by the Sheriff's Office in <br />conjunction with the storm event. It was also noted that the Board and County <br />were obligated to perform their due diligence on the Sheriffs budget request. <br />A motion was made by Vice Chairman O'Bryan, seconded by Commissioner Solari, to <br />allocate to the Indian River County Sheriff's Office up to $500,000 in funding for the <br />payroll of September 29, 2017, pending the County Administrator's review of the <br />Sheriff's documentation; once the Sheriff's payroll reports are completed, if the <br />Sheriff needs additional funding, the Chairman will hold a Special Call Meeting for <br />further discussion on the Sheriff's budget.
