Board of County Commissioners Meeting Minutes - Final September 19, 2017 <br />• The Chairman sought and received confirmation that all documents and <br />evidence have been admitted and conveyed to the Deputy Clerk. <br />There were no additional speakers, and the Chairman closed the Public <br />Hearing. <br />A motion was made by Vice Chairman O'Bryan, seconded by Chairman Flescher, <br />to: (1) approve staffs recommendation, with the conditions outlined therein; and <br />(2) adopt Ordinance 2017-012, amending the Zoning Ordinance and the <br />accompanying Zoning Map from CL, Limited Commercial, to PD, Planned <br />Development, for approximately 9.66 acres of land generally located on the south <br />side of SR 60 approximately 2,000 feet east of 58th Avenue and described herein <br />and providing for an effective date. The motion carried by the following vote: <br />Aye: 4- Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, and <br />Commissioner Solari <br />Absent: 1 - Commissioner Zorc <br />B. PUBLIC DISCUSSION ITEMS <br />10.B.1. 17-0972 Request to Speak from Wanda Scott, Gifford Economic Development <br />Council Regarding Gifford Economic Development Follow -Up <br />Recommended Action: <br />0 Attachments: Request to Speak Form <br />Wanda Scott, 4306 26th Avenue, on behalf of the Gifford Economic <br />Development Council, spoke about the impacts of Hurricane Irma on the <br />Gifford community. Among other issues, Ms. Scott mentioned power outages, <br />the lack of a shelter within walking distance for those without transportation, <br />and gaps in communication. She requested that the County consider using the <br />Gifford Middle School or the Gifford Youth Achievement Center as a shelter. <br />Chairman Flescher countered that many citizens took advantage of the County <br />shelters, and that the GoLine buses had been available to transport individuals. <br />He also communicated that the sites proposed by Ms. Scott did not meet <br />hurricane shelter requirements. <br />No Action Taken or Required <br />10.13.2. 17-0973 Request to Speak from Reza Torkaman Regarding Utility Policy on <br />tenant non-payment <br />Recommended Action: <br />• Attachments: Public Discussion Form <br />Deleted. <br />Indian River County Florida Page 22 <br />
