• <br />• <br />Board of County Commissioners Meeting Minutes - Final September 19, 2017 <br />A motion was made by Commissioner Solari, seconded by Chairman Flescher, to <br />declare that it is in the public interest to have vegetative debris from Hurricane Irma <br />removed from private rights-of-way to eliminate immediate threats to life, public <br />health, and safety, with the condition that work on private rights-of-way does not <br />commence until such time as the work is approved as eligible for reimbursement and <br />the required approval is received from the Federal Emergency Management Agency <br />(FEMA). The motion carried by the following vote: <br />Aye: 4 - Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, and <br />Commissioner Solari <br />Absent: 1 - Commissioner Zorc <br />11.D. 17-0968 <br />Recommended Action: <br />Hurricane Irma Recap <br />Attachments: Staff Report <br />County Administrator Jason Brown, in his PowerPoint Presentation, gave an <br />overview of events and activities related to Hurricane Irma. Included in his address <br />were details about the hurricane shelters, power restoration, emergency meal <br />programs by the Salvation Army and Indian River County School Board, the Blue <br />Tarp program, traffic signal restoration, and some alterations in the Building <br />Department's permitting processes to facilitate homeowner repairs. He described <br />the impacts of the storm on County beaches, and announced that Blue Cypress Park <br />was currently closed due to high water levels. Administrator Brown discussed <br />preliminary private/public damage assessments, and announced that the Florida <br />Emergency Management Agency (FEMA) will be setting up its Disaster Recovery <br />Center at the Brackett Library. He thereafter commended the Emergency <br />Operations Center and other County Departments; Florida Power and Light; City of <br />Vero Beach Electric; Law Enforcement Officers; the Senior Resource Association; <br />Constitutional Officers; community volunteers; and various other entities that <br />provided critical support/assistance to the community before, during, and after the <br />storm. <br />No Action Taken or Required <br />12.
