Board of County Commissioners Meeting Minutes - Final September 19, 2017 <br />• A motion was made by Commissioner Solari, seconded by Chairman Flescher, to <br />ratify the Administrator's decision to waive landfill tipping fees for yard waste and <br />vegetative debris for the period of Wednesday, September 13, 2017, to the close of <br />business on Wednesday, September 20, 2017, and to extend the approval to waive <br />landfill tipping fees to the close of business on Wednesday, September 27, 2017. The <br />motion carried by the following vote: <br />Aye: 4- Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, and <br />Commissioner Solari <br />Absent: 1 - Commissioner Zorc <br />11.C. 17-0971 Hurricane Irma Storm Related Vegetative Debris Pick -Up <br />Recommended Action: Staff is requesting Board direction on whether to collect vegetative debris from <br />private rights -of way as a result of Hurricane Irma. Staff requests the Board make <br />the determination whether it is in the public interest to clear the vegetative debris <br />from the private rights-of-way to eliminate immediate threats to life, public health, <br />or safety, or the economic recovery of the community at large. And, staff <br />additionally recommends that work on private rights-of-way does not commence <br />until such time as the work is approved as eligible for reimbursement by FEMA. <br />Attachments: Staff Report <br />• Notice Public Roadways <br />FEMA Information - Debris Removal from Private Properties <br />County Administrator Jason Brown announced that the emergency debris collector, <br />Ceres Environmental, began the clean-up of the vegetative debris on public roads in <br />the unincorporated areas of Indian River County on September 18, 2017. He <br />recalled the Board's approval after Hurricane Matthew in 2016 for collection of <br />debris on private roads, and requested that the Board make a determination on <br />whether it is in the public interest to clear from the private rights-of-way, the <br />vegetative debris resulting from Hurricane Irma. He noted that the Federal <br />Emergency Management Agency (FEMA) would need to approve the work as <br />eligible for reimbursement before the County could commence work on private <br />property. He also stated that entities wishing to have the County clear a private <br />road of hurricane debris must submit a Right -of -Entry Permit and Agreement Form <br />to the County, available at the County's website ircgov.com. <br />Commissioner Solari spoke in support of having the vegetative debris safely <br />removed from the private roads, with the public roads in the unincorporated County <br />being the priority. <br />It was noted that staff would transmit the County's request to FEMA, along with the <br />draft minutes of today's County Commission meeting showing the Board's approval <br />of this item. <br />Indian River County Florida Page 24 <br />
