surveys of estimates of costs and of revei4ues, cost <br />of engineering and legal services, and all. other <br />expenses necessary or incident to determining the <br />feasibility or practicability of such construction <br />or reconstruction. <br />(c) If the proposed credit agreement involves a credit for <br />any contribution or payment: <br />1. A certified Copy1,of the developmentorderin which <br />the Contiibution�or payment �;as agreed; <br />2. If payment; has been ]Made, proof sof payment; or <br />3. If paymenL has not been made, the proj_>osed method <br />OE payment. <br />.: -MEANT <br />4. Within twenty (20) days of receipt of the proposed credit <br />agreement; 'the county administrator or his designee shall <br />determine if the Proposal is complete_ If it is determined <br />that the proped agreement is not complete, the county <br />administratorhis designee shall send a written statement <br />to the applicant outlining -the deficiencies..- The county <br />administrator shall take no further action onthe proposed <br />credit agreement until all deficiencies have been corrected or <br />otherwise settled. <br />5. Once the county administrator or his designee determines the <br />Eproposed credit agreement ,is complete, he shall review it <br />within thirty (30) days and. grantthe proposed credit <br />agreement if the contribution, payment; construction or land <br />dedication: <br />(a.) Meets an expansion need of the county.' s.- ma_.j.or, _-.Loa l <br />network sysLeni which is identified in the county's 20- <br />year transportation capital improvement program; ori <br />(b.) Provides a capital road impripvement to. the county's major <br />road neti-=k S stem 6Aich' <br />Y provides capacity expansion <br />necessitated by the proposed land development activity. <br />
