No credit shall be granted for any _contribution, payment, <br />construction or land received by Indian River County where a <br />building permit has been issued prior to the effective date of <br />this chapter for a portion of a proposed development, to the <br />extent said contribution, payment, construction or land is to <br />provide capacity expansion to the county's major road nett.,�ork <br />required by the portion of the development for whic}1 the <br />buildinq permit has been issued. <br />(3) The determination of any credit shall be undertaken through <br />Mthe submission of a proposed credit agreement to the county <br />administrator or his designee.. The proposed credit agreement <br />shall include the followinq information: <br />(a) ---If the proposed credit agreement involves credit for the <br />_dedication of land: <br />1. A drawing and leqal description of -the land; <br />2. W- The appraised fair market value of the land at the <br />Ndate_ of its dedication, prepared by a certified <br />Florida: real property c)ppraiser approved by the <br />county' -administrator or his designee, and if <br />aPPlicable; <br />3-­---A-certificate of title or title search of the land; <br />4. A. -certified copy of the -.development order in which <br />�(-h' land was agreed to be dedicated. <br />(b) If the proposed credit agreement involves construction: <br />1.� The proposed plan of the specific construction <br />mi <br />repared and certified lby a duly qualified and <br />icensed Florida engineer; <br />2.
