Board of County Commissioners <br />Meeting Minutes - Final October 17, 2017 <br />Aye: 4 - Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, and <br />Commissioner Zorc <br />Absent: 1 - Commissioner Solari <br />8.J. 17-1082 Amendment to Standard Form Grant Agreement <br />Recommended Action: <br />Staff is recommending approval of the amended standard form grant agreement <br />retroactive to October 1, 2017 (which eliminates the out of county travel restriction) <br />for the following: Indian River County Chamber of Commerce tourism promotion <br />efforts, the Sebastian Chamber of Commerce tourism promotion efforts, and the <br />Indian River Chamber of Commerce economic development initiatives. <br />Attachments: Staff Report <br />Indian River Grant Contract Amendment <br />County Attorney Dylan Reingold announced that staffs recommendation pertains to <br />the Amended Standard Form Grant Agreement, Subsection 4, which would <br />eliminate the out -of -county travel restriction outlined in Exhibit B, for the <br />following entities: Indian River County Chamber of Commerce Tourism Promotion <br />Efforts; the Sebastian Chamber of Commerce tourism promotion efforts, and the <br />Indian River Chamber of Commerce economic development initiatives. The travel <br />reimbursement requests from the above-mentioned organizations will be brought <br />back to the Board on an individual basis, and the agencies' reimbursable expenses <br />must be documented. <br />Chairman Flescher sought and received confirmation that the Board would have the <br />opportunity to review the travel reimbursement requests. <br />County Administrator Jason Brown added that the work done by the Chambers <br />necessitates the travel expense reimbursement. He stressed that staff would be <br />reviewing each agency's travel budget. <br />Penny Chandler, Director of the Indian River County Chamber of Commerce, <br />affirmed that County staff would be furnished with the appropriate documentation. <br />A brief discussion ensued, wherein it was noted that that the agencies' travel <br />reimbursement amounts are regulated by Florida State Statute 112.61. <br />Bob Johnson, Coral Wind Subdivision, sought and received further information <br />from Administrator Brown on the approval process for the travel requests. <br />A motion was made by Vice Chairman O'Bryan, seconded by Chairman Flescher, to <br />approve staffs recommendation.
