Utilities Services <br />12.G.1. 17-1072 Asset Management Program Services <br />Recommended Action: <br />Staff recommends approval of the Agreement for Professional Services <br />authorizing the mentioned professional services and requests the Board of <br />County Commissioners to authorize the Chairman to execute the Agreement on <br />their behalf for a lump sum amount of $448,888.00 to Arcadis U.S., Inc. Staff <br />also recommends rolling $200,000 in unused FY16-17 funds for other <br />professional services to FY17-18. <br />Attachments: Staff Report <br />Agreement for Professional Services with Arcadis including Work Order <br />Director of Utilities Service Vincent Burke recalled the Board's approval of the <br />final ranking of the Request for Qualifications (RFQ) 2017029 to assist the <br />Department of Utility Services (IRCDUS) to develop and identify an <br />enterprise -wide comprehensive Asset Management Program (AMP). After <br />summarizing the benefits that an AMP would bring to the IRCDUS, he invited <br />the representative from the top-ranking firm, Arcadis, to address the Board. <br />Celine Hyer, P.E., Project Manager, Arcadis, gave a PowerPoint Presentation on <br />the proposed Asset Management services. She explained that the foundation of <br />Asset Management is risk-based decision making, and provided an overview of <br />seven (7) Asset Management System requirements as defined by the <br />International Organization for Standardization (ISO). Ms. Hyer also reviewed <br />the Water Environment Research Foundation's (WERF) ten (10) step process to <br />develop an asset management program specific to water and wastewater. She <br />discussed Gap Analysis Tools which can be used to achieve best practices, and <br />reviewed the benefits of the AMR Ms. Hyer detailed the key tasks and <br />deliverables that Arcadis will provide in Work Order 1 to build the AMP <br />framework, and anticipated that the timeline for full program implementation <br />would be three (3) years. <br />Indian River County Florida Page 11 <br />
