Board of County Commissioners Meeting Minutes - Final October 24, 2017 <br />Vice Chairman O'Bryan supported moving forward with muck removal, channel <br />markers and road paving, as these improvements would benefit the Lagoon. <br />Discussion ensued as to which paving material would be best, taking into <br />consideration the effects each would have on the Lagoon. Chairman Flescher <br />preferred the use of millings to asphalt, and Commissioner Solari was in favor of <br />using crushed concrete. <br />Public Works Director Rich Szpryka offered to provide an outline of the project, <br />and to return to the Board at a future meeting. <br />Bob Johnson, Coral Wind Subdivision, spoke in support of the original design for <br />the Oslo Boat Ramp Project. Vice Chairman O'Bryan clarified that there was an <br />existing boat ramp at the end of Oslo Road with an existing channel, in need of <br />muck removal. <br />A motion was made by Vice Chairman O'Bryan, seconded by Commissioner Adams, <br />to direct staff to create an outline for paving the dirt road in a Lagoon -friendly <br />manner, muck removal, and adding additional channel markers for the Oslo Boat <br />Ramp:Project, and return to a future Board meeting. The motion carried by the <br />following vote: <br />Aye: :4- Chairman Flescher, Vice Chairman O'Bryan, Commissioner Adams, and <br />Commissioner Solari <br />Nay: 1 - Commissioner Zorc <br />133. 17-1117 2018 State Legislative List of Priorities and Concerns <br />Recommended Action: The County Attorney's Office Recommends that the Board Adopt the 2018 State <br />Legislative List of Priorities and Concerns <br />Attachments: Staff Report <br />2018 State Legislative List of Priorities <br />Clerk's Note: This item was heard following the recess, prior to Item 13.A., and <br />placed here for continuity.) <br />Assistant County Attorney Kate Cotner relayed the additions made to the 2018 <br />State Legislative List of Priorities and Concerns, noting that this program was <br />similar to the pre -session list. She explained that, while the Guiding Principles <br />remain as they have in the past, the subjects of Texting While Driving and Short <br />Term Vacation Rentals were added to the List of Priorities. She requested <br />guidance from the Board regarding Appropriations, and it was decided that Beach <br />Renourishment-Sector 5 would be the first priority, West Wabasso Septic to Sewer <br />Phase Il would be the second priority, and Generators for Lift Stations During a <br />Power Outage would be the third priority. <br />Indian River County Florida <br />Page 15 <br />
